John Chell

With over three decades of distinguished service in the NYPD, including his tenure as Chief of Department—the highest-ranking uniformed position—John Chell has built a career defined by innovation, operational excellence, and results.

He has led thousands of personnel across the nation’s largest police agency, serving in roles such as Chief of Patrol, Commanding Officer of Detective Borough Brooklyn North and South, and leader of several of New York City’s busiest precincts.

At Harlem Ridge Advisors, John leads the next evolution in risk mitigation through mission-focused, real-world solutions. His work encompasses security strategy, police department assessments, complex investigations, litigation support, communications strategy, and modern organizational preparedness.

Tarik Sheppard is a proven change agent with a distinguished NYPD career centered on leadership, crisis management, and strategic communications. As Deputy Commissioner of Public Information, he directed the nation’s most advanced law enforcement communications division, overseeing media relations, messaging, social media, and crisis communications during major incidents.

His leadership has shaped public safety strategies, community engagement, and communication frameworks across New York City. Tarik is also the founder and Executive Director of the Metro Organized Retail Crime Alliance and a graduate of the FBI National Academy (Class 265).
